Casino operator Crown Resorts Inc. will retain its license to operate Crown Melbourne Real Estate (pictured) in Victoria, Australia, after a long probationary period and review by authorities.

“We are clearly satisfied that Crown Melbourne is fit to operate Melbourne casinos,” the Victoria Gambling and Casino Control Board said in a statement on Monday. “It is in the public interest that the license continues to be in effect.”
Crown was fined a total of A$120 million (now $78.5 million) for serious misconduct, according to a November 2022 announcement by Victoria regulators.
The disciplinary action comes after an eight-month royal commission investigation into whether Crown can hold a gaming license in the state. Last October, the casino company was ruled unfit to operate a casino at a resort in Melbourne, but it was able to maintain the license under strict supervision.
On Monday, gaming regulators said they had “decided that Crown Melbourne had fixed the flaw” as confirmed by a royal commission.
The announcement quoted Franson, chair of the Victorian Gambling and Casino Control Committee, as saying: “Despite the vastness of the findings, the Royal Commission of Finkelstein recommended that Crown continue to operate for two years under strict, independent supervision conditions, determining that it has the will and ability to transform to become a fit again, which could benefit Victoria.”
The Victorian government has appointed a special administrator to oversee Crown Melbourne’s operations and remediation during the probation period. It has also overhauled its gaming regulator and “created a specific set of enhanced powers with respect to Melbourne casinos,” according to an update on Monday
“We have concluded that royal Melbourne has corrected deficiencies revealed in the royal commission,” Commissioner Thorn said in the special manager’s final report.
“There was no evidence of fraudulent administration or unlawful or inappropriate behaviour previously identified by the Royal Commission, which indicates serious and systemic failures, and these failures have been addressed,” she said.
Commissioner Son said Crown Melbourne has introduced “widespread reforms to prevent or reduce gambling damage, financial crime and money laundering.”
“During our investigation, we observed the emergence of other Crown Melbourne with a clear understanding of the privileges and obligations of holding a Melbourne casino license,” she said.
Mr Thorn added that the decision was also supported by Crown Melbourne’s “comprehensive transformation plan,” as required by the special manager.
